Trouble Registering Tesla Cybertruck in France – What are the legal options?

The Tesla Cybertruck is generating a lot of interest in Europe. More and more models are arriving in France, Germany, Italy, Spain, and Poland. However, problems arise when an owner wishes to legally register the Cybertruck and use it on European roads.
The Cybertruck is not currently sold by Tesla as a standard in the European market and does not have a typical European model type approval, such as cars officially intended for the EU market. In practice, this means that registering a vehicle imported from the USA may require additional technical and administrative procedures.
Why is registering a Cybertruck in France difficult?

A standard car sold in the European Union has a European Certificate of Conformity – Certificate of Conformity (COC).
In the case of the American Cybertruck, such a document for the European version of the vehicle generally does not exist.
French regulations specify that for a vehicle that does not possess a European COC or appropriate conformity confirmation with an approved type, it may be necessary to undergo the Réception à Titre Isolé – RTI procedure, conducted by DREAL, and in the Île-de-France region by DRIEAT. The French administration indicates RTI as one path for imported vehicles without European conformity confirmation.
For a car imported directly from outside the EU, customs documentation, including the French 846A document, may also be required.
Thus, a Cybertruck owner already in France may encounter an issue: the car is physically in the country, but obtaining a French carte grise does not proceed the same way as with a regular Tesla Model S, Model 3, or Model Y.
Cybertruck requires appropriate preparation for European roads

Simply importing a car from the USA is not enough.
Before starting the procedure, the specific vehicle and its documentation must be thoroughly analyzed. Depending on the version of the car and how it was previously registered, modifications related to:
the European operation of lighting,
turn signals,
rear fog lights,
labels and technical parameters of the vehicle,
requirements regarding mass and vehicle categories,
technical documentation,
compliance of the specific vehicle with the requirements of the country where it will be registered.
There is no one-size-fits-all answer for each Cybertruck. First, the car, VIN, documents, and its previous registration status need to be checked.
Can the Cybertruck legally drive on EU roads?
Yes.
The lack of standard European homologation for Cybertruck does not automatically mean that no Cybertruck can legally operate on EU roads.
There are examples that have been legally approved and registered in a European Union member state.
After proper registration, the vehicle possesses:
registration documents + license plates + required technical inspections + insurance.
EU law provides for the recognition of registration documents issued by other member states for vehicle identification in international traffic.
This means that a properly registered Cybertruck in an EU state can be used while traveling on the roads of other Union countries, of course, in compliance with local laws regarding among others licensing categories, vehicle mass, insurance, and usage.
However, it is important to distinguish between two situations: driving in France with a vehicle properly registered in another EU state and permanently using a vehicle by a person residing in France and obtaining French registration.
These are not identical procedures.
A person moving their normal place of residence to another EU country should generally register their car in the country of their new normal residence.
Can Polish registration of the Cybertruck be a solution?
In certain cases, Poland may be one of the possible legal paths for vehicle registration.
However, this does not mean that every Cybertruck can be automatically brought to Poland and receive license plates.
Prior to starting the procedure, it is necessary to check, among other things:
whether the car was previously registered,
what American documents it possesses,
its ownership status,
whether customs clearance was done,
what modifications have already been made,
the version and configuration of the vehicle,
DMC and vehicle category,
technical documents,
the possibility of performing required inspections.
Only after such analysis can one determine what legal procedure is possible for a specific Cybertruck.
Cybertruck in France – What to do?

If you already have a Tesla Cybertruck AWD or Cyberbeast in France and are facing registration issues, it is not advisable to start further modifications without first checking the documentation.
Firstly, it is essential to establish:
1. Where was the car imported from?
2. Has it been previously registered in the USA or another country?
3. What documents does the owner have?
4. Has customs clearance been performed?
5. What modifications have been made to the car?
6. What is its category and DMC?
7. Has there been a previous attempt for RTI/DREAL in France?
8. Did DREAL issue a decision, denial, or a list of required changes?
This information will determine whether it is better to continue the French procedure or to analyze another legal path for the vehicle's admission in the EU.
